CSCDC Issues $10,000,000 in New Markets Tax Credits for AMPLA Health

September 4, 2026

The California Statewide Communities Devlopment Corporation (CSCDC) has provided $10,000,000 of New Markets Tax Credit (NMTC) allocation to Ampla Health to expand its quality healthcare services for low-income residents of Marysville, California.

Ampla Health is a nonprofit Federally Qualified Health Center (FQHC) that provides affordable, high quality healthcare services in Northern California. Ampla Health was originally founded in 1964 as the Sutter-Yuba Farm Workers Health Project to serve seasonal and migrant farm workers and other low-income populations. Over the past five decades, the organization has grown into a network of FQHCs that provide an array of healthcare services in local communities, offering services to all people regardless of their ability to pay. Ampla Health has 20 clinics located throughout Northern California, and offers comprehensive medical, dental, behavioral health, pediatrics, chiropractic, and specialty healthcare services in Butte, Colusa, Glenn, Sutter, Tehama, and Yuba Counties.

CSCDC’s NMTC financing will allow Ampla Health to develop a new Program for All-Inclusive Care for the Elderly (PACE) Center in Marysville. The PACE Center will provide healthcare and integrated services to support independent living for low-income older adults. The new PACE Center will be conveniently co-located with Ampla Health’s existing medical clinic in Marysville, for which CSCDC previously provided NMTC financing in 2023.

The PACE Center is expected to serve approximately 375 low-income older adults annually, providing healthcare and supportive services with the goal of allowing seniors to age in place at home. The PACE program provides comprehensive, coordinated care, including primary/specialty medical services, PT/OT/Speech therapies, meals, recreation, social activities, fitness, personal care, nutrition, medications, and social services, all managed by an interdisciplinary team. The project is located in an area designated as Medically Underserved for low-income people by the Health Resources & Services Administration of the U.S. Department of Health and Human Services.

In addition to the $10,000,000 in NMTC allocation from CSCDC, the project also received NMTC allocation from Community Vision Capital & Consulting. U.S. Bancorp Community Development Corporation served as NMTC equity investor for the NMTC financing. U.S. Bank NA provided a loan for the project.
