Sacramento, CA – July 30, 2025 – The California Statewide Communities Development Authority (CSCDA) Commission is pleased to announce the appointment of Felicia Williams as the new Executive Director of CSCDA. The appointment will be effective on August 1, 2025.
Williams will succeed Cathy Barna who was appointed as the first CSCDA Executive Director in 2014 and held the position until her retirement from CSCDA in February 2025, and Brian Moura who was appointed as Interim Executive Director of CSCDA and served in that role from March 1, 2025, until the new Executive Director starts on August 1, 2025.
Felicia Williams brings extensive experience in Municipal Finance, Clean Energy, Economic Development and Local Government to her new position at CSCDA. This includes 15 years of municipal bond banking and financial advisory work including experience with CSCDA’s pooled Tax Revenue Anticipation Notes (TRANs), Open PACE (Property Assessed Clean Energy), and Statewide Community Infrastructure Program (SCIP) programs. She has also worked in the Economic Development field advising cities on the creation of Enhanced Infrastructure Finance Districts (EIFD) and served on the Pasadena City Council during their review and approval of 3 CSCDA Workforce Housing Program projects.

Felicia Williams emerged from that process as the top-rated candidate by the CSCDA Commission members for her knowledge and experience with both CSCDA programs and her background in Municipal Finance and several related fields. She will be a fine addition to the CSCDA team, and we look forward to working with her.”

CSCDA’s Open PACE program is the largest Property Assessed Clean Energy Program (PACE) in the nation with 14 Commercial PACE and 3 Residential PACE firms. CSCDA has issued 40% of the total number of Commercial PACE projects nationwide.
