CSCDC Issues $11,000,000 in New Markets Tax Credits for AMPLA Health

The California Statewide Communities Development Corporation (CSCDC) has provided $11,000,000 of New Markets Tax Credit (NMTC) allocation to Ampla Health to expand its quality healthcare services in Yuba City, California.

Ampla Health is a nonprofit Federally Qualified Health Center (FQHC) that provides affordable, high quality healthcare services in Northern California. Ampla Health was founded in 1964 as the Sutter-Yuba Farm Workers Health Project to serve seasonal and migrant farm workers and other low-income populations. The organization has grown into a network of FQHCs that provide an array of healthcare services in local communities, offering services to all people regardless of their ability to pay. Ampla Health has 14 medical and six dental centers located throughout Northern California, and offers comprehensive medical, dental, behavioral health, pediatrics, chiropractic, and specialty healthcare services in Butte, Colusa, Glenn, Sutter, Tehama, and Yuba Counties.

Ampla Health’s main medical clinic in Yuba City is at capacity, and additional clinic space is needed in order to meet the high demand for services. The NMTC financing will allow Ampla Health to renovate and rehabilitate its existing 14,500 SF clinic, and also construct a two-story, 41,000 SF clinic expansion. The project will upgrade and add exam rooms, dental exam rooms, pediatric rooms, administration and meeting space, and expand the pharmacy and laboratory space to better serve the community. The resulting 55,500 SF healthcare campus will greatly enhance Ampla’s ability to provide comprehensive primary medical, dental, behavioral health, pediatric, chiropractic, optometry, and specialty care for low-income patients.

The Yuba City clinic is located in a Health Professional Shortage area as designated by the Health Resources Services Administration and borders a census tract designated as a medically underserved area. The clinic expansion will allow Ampla Health to provide healthcare services for over 36,000 patients annually. The project is expected to result in approximately 168 new and retained permanent jobs providing living wages and benefits for employees.

In addition to the $11,000,000 in NMTC allocation from CSCDC, the project also received NMTC allocation from Central States Development Partners, Inc. and Clearinghouse CDFI. U.S. Bancorp Community Development Corporation served as NMTC equity investor for the NMTC financing. U.S. Bank NA provided a loan for the project.
